"Quit", tray icon, and processes?

What does "Quit" (Ctrl+Q) do? What is it supposed to do?

After starting Zim, I see three zim processes running. If I close the window, three processes remain. If I reopen the window and press Ctrl+Q, the window goes away, the tray icon remains, but there are only two zim processes running. If I double-click the tray icon, the window reappears, and three processes are running again.

I thought that "Close" (Ctrl+W) was supposed to close the window but leave it running in the tray, and "Quit" (Ctrl+Q) was supposed to completely quit the app.

Quit closes the window while Close just hides it in the tray. If no tray
icon is running both are identical. To close all windows use the Quit option
in the tray icon menu.

There is an open bug report with the request to improve this behavior.
