how can I fix a attach a note to my page

How can I have a note that remains there as I click on anywhere in chrome or other applications and doesn't disappear?

Do you mean that the pad has to stay on top of (above) all other windows, such Chrome, LibreOffice, etc?

This is something that cannot be done 'directly' by the application.

It guess this is a system design choice to prevent programs abusing this option and creating an annoying behavior of automatically staying on top, like the old days.

However, most window managers (so this is not typical for Xpad, but for all applications), have an option called 'Always on top'.
