Specify region size and placement

Is there considered a option to "add region" in layout module, so you can specify region size and placement by pixels?
(eg. I want to specify a region who is 320*180 pixels and placement is beginning on 100*100 px in layout)
It is sometimes much work / trying to get region sizes correct to the content that are placed inside a region. (eg. a video og flash file)

There is a bug targeted to 1.0.6 which should resolve this... manual region
positioning - I would get you a link, but I don't have access to the site at
the moment.
