menu "display" not appear in user menu

I would like to allow member in group "user" access to function "displays", I already enable page security & menu security in "user groups" and "users". The menu "displays" was not appear after I login using user account. I able access to the "displays" page by key in in address bar， index.php?p=display&. Possible to make menu "displays" appear in user menu?
