Permission required to change password

Hi

At the moment, when a user clicks their name at the top of the screen they get a popup titled Application Message with the text "You do not have permission to access this page." - it's not clear to me what setting needs to be changed so they can change their password

They need to have permissions to the "Users and Groups" page group.

Can you help with this problem?
