Is there standalone tool to compile .po to .mo tanslation file ?

in .po file, some string value in msgid I want to change to file the modified string in source code
If the msgid value cannot be matched,what happen on the webpage if use tanslation file?

If translation strings used in the CMS are not in the MO file, then the original string will be displayed.
