Possible to create region larger than the layout size

After creating a layout, it is possible (using the region options) to create a region larger than the layout.

Should the region be scaled accordingly if a user enters a size that is too large?

I'm using server version: 1.2.2

It'll be scaled exactly the same as if the region was smaller than the layout.

In the web browser the region does overhang the bottom and or the side of the boundary of the layout.

I think I see what you mean when the client renders the layout, although it does look a bit confusing on the region designer.
