Set transition In-Out python client

There's no official support at present. If you look at the xlf for the
splash screw you can manually amend your layouts xml to include that syntax
which will then work, however we're changing the way transitions and effects
are expressed in the xlf and because it's not a released feature there won't
be any upgrade path from the old syntax, so you'll need to manually update
it for 1.3.0 onwards.

You're strongly recommended to wait for it to be officially supported before
you go down this route. If it's something you need urgently, maybe consider
sponsoring one of our developers to bring it forward in the project plan?

Shortly, but it still won't have transition support at that point, but the
client will support the new transitions and effects framework. Have a look
in the developer section of the wiki for details.

How much the rate one of your developer? if we have project like transition, is this per hour?
