I don't completely understand what you've said.
If Parallels Plesk is providing XAMPP then I guess they're not providing the SOAP extension, in which case it's not suitable for use with Xibo Server.
If you've installed XAMPP yourself then it should have come with the SOAP extension installed. You may need to enable it in php.ini

OK 80%
parallels plesk providing soap extension, but i don'y know how to enable it in php.ini

You normally just have to uncomment the line in your php.ini file.
I'm sorry but I'm not familiar with Plesk (or why it would be providing you a PHP install as it seems to be a virtualization solution) so I can't really help you.
Perhaps you could install Xibo in a Virtual Machine? Or ask Parallels how you enable it?

xibo server can work down windows server 2008?

I've never done it, but I don't see why not. If XAMPP will install (or
if you can manually install all the components) then Xibo doesn't care
what OS the server is running.

SOAP Extension
Xibo needs the PHP SOAP extension to function.
how can install manually all the components?
i've install php 5, and in php.ini the soap extension parts is:
[soap]
; Enables or disables WSDL caching feature.
soap.wsdl_
; Sets the directory name where SOAP extension will put cache files.
soap.wsdl_
; (time to live) Sets the number of second while cached file will be used
; instead of original one.
soap.wsdl_
; Local Variables:
; tab-width: 4
; End:
[PHP_SOAP]

PHP _is_ part of XAMPP. You shouldn't install PHP separately.
Once you've installed XAMPP, if you make changes to the PHP ini file
then you probably need to restart Apache server.
All the steps to install XAMPP are in the install guide.

Is IIS installed on the Windows server? If so, you'll need to disable it
or move it to a different port.

I can't know how to address your server!
You could try either it's IP address or it's local name - but it will
depend on how the network the server is on is configured.
Isn't there a sysadmin there who can help you out with these things -
they're not really related to Xibo at all.

Because it's not a requirement of the old version, but it is a
requirement of the new version.
It's all explained in the release notes.
