Who updates RSS, client or server?

I was just wondering, how is the RSS feed updated? Does the server get the content and then sends it to the clients or does the client update it's own RSS feed?
So if the server fails, does the client still get RSS updates?

The clients pull and cache the rss feeds themselves. They only rely on the server to get the url of the feed.

They would continue to update if the server failed.
