can't download on dual-boot system

I just installed Ubuntu as a dual-boot inside Vista and cannot use many features such as Janitor and Software Center. Is this normal? Do I need to do a full install to use these features?

No,they should work.As far I can tell Janitor bring back Ubuntu installation to beginning (removing files installed after basic install).To be able to download packages with Software Center go to the system>admin>software sources and under Ubuntu software check all except source and under updates tab check first two.Reload.See if you can use Software Center now.
