Does Wubi INCLUDE Ubuntu?

I installed Wubi on my Windows XP computer, restarted my computer, then selected ?Ubuntu? from the bootloader, but it failed to run. The description, on CNET (download.com), says that Wubi allows me to install Ubuntu on my Windows computer. Does this mean that Ubuntu is part of the Wubi installation, or does it mean that I install Wubi, and THEN I install Ubuntu?

in the install section of the FAQ it says :
"Run wubi, answer the few questions, reboot and select "Ubuntu" from the boot menu, go grab a coffee and when you are back Ubuntu will be ready for you."

So, If it took a while then I would say that it worked, just reboot your computer and select ubuntu when it boots up!
