Can language packages be downloaded during the Windows installation?

Would it be possible to let Wubi download the language packages of the selected installation language during installation?
That way, the Ubuntu installation would go faster. Also, if you have a slow internet connection,
you can at least do something else on your computer during the Wubi installation (which you cannot during the Ubuntu installation).

I know that you can simply skip downloading the language packages at the end of the Ubuntu installation and then install them afterwards,
but I noticed there was a custom-installation folder in the Wubi folder, so I thought this idea might be possible.

It is unlikely that we will tweak Wubi so that it diverges from a standard installation. The use of custom-installation is in fact restricted to what is absolutely necessary.
