Uninstaller Problem

Well I had Ubuntu installed on my friends laptop a while ago, but I believe it didn't install properly.

I am trying to uninstall Ubuntu now and this is what I get:

An error occurred:

Error executing command

That's a bug that's been fixed (but in a new release). Unfortunately you'll have to manually uninstall Wubi now: https://wiki.ubuntu.com/WubiGuide#How_do_I_manually_uninstall_Wubi.3F (you can ignore the 2nd paragraph since the cause of your problem is that it's already missing).

Some people also try manually creating an entry in BCD and then running the uninstaller, but I reckon it's probably more work than just following the manual uninstallation instructions.
