Did you MD5 test the ISO you downloaded?
Have you had Wubi installed previously?

From the log file it downloaded 50302066 bytes - that's about 48MB. You should have downloaded 484MB. That's why the extraction failed.

If you have a flaky connection use bittorrent to download the actual CD desktop ISO and place it in the same folder as wubi.exe before running Wubi (and it will find and use the ISO instead of downloaded the tar.xz image). Go to http://releases.ubuntu.com/11.10/ to get it - either the torrent: http://releases.ubuntu.com/11.10/ubuntu-11.10-desktop-amd64.iso.torrent or directly download the ISO: http://releases.ubuntu.com/11.10/ubuntu-11.10-desktop-amd64.iso
