can i install 11.10 via Wubi while i am using 11.04 alongside with win 7?

If you are using Win7 with Bitlocker, I think I read that it is unsupported.

Please ignore my previous comment. Upon re-reading, I think you already have 11.04 working with Wubi on Win7.

You can boot to Natty and upgrade to Oneiric in the standard ways

You can have a wubi install and a normal dual boot. They are separate.
