I believe this is something to do with the crappy firewall in Windows. You do realise that Windows7 can resize it's own NTFS partition to make free space and you can then perform a true install?

If you are still set on Wubi then I suggest you install daemontools or magicdisk, download the Ubuntu ISO, MD5 test it then mount it. You can then install from that and shouldn't have any issues. Also make sure you install as an administrator (although this is the dumb default for Windows PCs, it's worth mentioning).

The permission denied message doesn't indicate the reason for the failure. Please post the log file: %temp%\wubi-11.04-rev211.log

You can use http://pastebin.ubuntu.com/ as it's probably quite long. Remember to post the pastebin address back here.

Also make sure you're not selecting the Ubuntu-Netbook option as this was supposed to be removed and no longer works.
