If you install magicdisk or daemon tools, download the Ubuntu ISO and mD5 test it. You can mount the ISO then install wubi from there

In some cases, having a different version of python installed can interfere. I'm not sure what the workaround is for that. I think wubi is written in version 2.3 - maybe copying the python23.dll into the local directory will help (I've had to do that before for running a debug version of wubi).
