If you went to http://www.ubuntu.com/desktop/get-ubuntu/windows-installer then that actually downloads release 10.04.1 of wubi.exe. This is not able to install the Ubuntu netbook edition due to a bug - there is no 10.04.1 specific release and wubi requires an exact match.

If you want 10.10 then you need wubi.exe from http://releases.ubuntu.com/maverick/

If you did the correct wubi.exe then you should provide a little more info as mentioned by mycae.

What I recommend is downloading the netbook .iso from here http://www.ubuntu.com/netbook/get-ubuntu/download
Then download the 10.10 wubi.exe as mentioned above, and save it in the same place as the downloaded .iso.
Then run wubi.exe from there (right click, run as administrator).
That usually works the best.

PS avoid updates to packages grub-pc and grub-common with wubi installs.
