Are the tray applications part of Wingpanel or even from Elementary at all?

Where can I start looking to make one?

No, the indicators are not a part of wingpanel. You can get the source code for the standard indicators entering the following in a terminal: sudo apt-get source indicator-*

You may also want to keep in touch with the eOS developer community as there have been suggestions that the indicator framework may be replaced in the next cycle.
