Drive apparently unformatted and much smaller 16GB->2GB after win32DiskImager

I am trying to write an image (kali-linux-1.0.6-amd64.iso) from an ISO file.

OS: Windows 8.1 64bit (intel i5)
USB stick: 16GB (empty)

Using: Win32DiskImager 0.9.5

Result:
USB stick Unfomatted(?)
After formatting the USB stick: 2.2GB available.

I have tried to install the iso to my laptop as a second OS by using daemon tools to mount the iso and run the setup as admin.
That didn't work because during the installation a reboot was mandatory. After that it didn't find the iso file.

Why didn't it work?
How can i get the 16GB back?

ImageWriter writes image files, not ISOs. Burning an ISO isn't supported.

diskmgmt.msc did it.
Full availability is restored.
I'll download an image and try again.
