Most workers use a specific tool to perform their job, in this case: a miner needs a pick. The headquarter/warehouse will automatically create new miners when needed if sufficient picks are present. Depending on which tribe you play, picks (along with other tools) are produced at the metalworks or toolsmithy.

Note that the Barbarians can upgrade their mines, and these require more experienced miners (Miner Chief and Master Miner). These workers cannot be produced directly, but are regular miners which have gained experience by working in a mine over time.
