Add weather watch/warning notifications

Great work so far on the applet,

I have another addition that might be of real service and benefit to the users of this app. In the US (i would assume worldwide) there are weather warnings/watches issued by each governments respective weather services. Why not use their inputted location to check the weather services for watches/warning and get the people notified about these potentially life threatening events?
