Tell me how to report bugs properly

I went to report one earlier, someone told me to provide things I do not understand as to what they are. Can you please give me step by step instructions on how to report these bugs and provide additional info/files?

- stratagus version and wargus version
- OS
- step to reproduce
- log (according to https://answers.launchpad.net/wargus/+question/132979, output is in the console)
- if a debugger is attached, give callstask
