Suggestions, War I with War II rules

I'd like to know if there could be a togglable setting to allow Warcraft I to be played by Warcraft II rules such as multiple Town Hall building, no cobbled Road limitation, more than just "Red and Blue" Forces.

The rules could be wrapped into a setting. I just don't have time to do it at the moment

Here is how I think it should work. (your opinion may vary.)

A Town Hall can be built on Open Ground. From the town hall, cobbled road can extend. If an enemy town falls, the cobbled road can be used by the player to place other buildings.

In Non-Campaign Solo games, and Multiplayer games, Town halls can be upgraded to Stormwind Keeps and BlackRock Spires.

In the original Warcraft I, even if you extended your town to consume the entire map, you could not use an enemy force's cobbled road, you could not build over an enemy town.
