Hello Mike, thanks for your interest!
If you are a 32-bit user the only thing you need is to download the DEB package from here and install it manually: https://sourceforge.net/projects/wall-changer/files/2.0/
mention that 11.04 uses GNOME 2 and 11.10 uses GNOME 3 by default.

If you are a 64-bit user, and a newbie as well, we *do not* recommend installing from source (from the tar.gz file) for many reasons and mainly because it requires terminal. If you want to give it a try please follow the README file inside the tar.gz file.
If you have any questions please post back

Just an addition to what alexsol said, if you are running 64bit you can use the Launchpad DEB file from here = https://launchpad.net/~wallch/+archive/wallch-gnome2/+files/wallch_2.1-0ubuntu2_amd64.deb

Yes Visuex, thanks for the addition, the answer was old and when I updated the PPAs I forgot to update it.

Can you help with this problem?
