How do I submit a patch for inclusion of a new feature?

I have successfully implemented the feature "color outline border around the text" for version 0.20.0 and I currently porting it to version 0.22.2. How do I submit my code (as a patch I assume) do the VTE project for consideration?

What standards would you like my code to conform to and what methods/steps for patch generation do you want me to take?
