PyQt can not find plugins

I've set up virtualenv and copied the PyQt / Sip files as well as the qt.conf.
It works quite well but the running app is unable to find the Qt plugins (e.g. for loading Jpegs).

I have changed the qt.conf / QT_PLUGIN_PATH env var and even QApplication runtime LibraryPath to mimic exactly where a normal PyQt installation points to for the plugins but it does not work.

What does virtualenv do differently and how could I possibly fix this?

I am working on a Window XP64 machine with Python 2.6 x64
PyQt is 4.7.3
