Could the program submit VAT returns on-line?

Technically anything is possible, however I understand Government certification is required for software that does this.

As any form of certification implies the software cannot be changed, this imposes a restriction which (according to my understanding) would not sit well with the GPL license - which is all about freedom to change the software.

So the short answer is - for the present and forseeable future; no.
