Why would you start this when you KNEW that UHS had already started?

becuase, this is not specifically for home server it will also be useful for buisnesses and schools, because of the way it is written you can create default setups for various situations using the xml config files.

A lot of the modules that will be developed will be useless to home users like bonding and clustering type support, although those will be a bit further along.
