When will a released fix get to me?

This is perhaps a more generic question, but:

a bug on my system is apparently "fix released", with the fix in upstart version 0.6. I run Kubuntu. How do I find out what the plan is for releasing the new upstart version to users? (i.e. will an upgrade come soon via software updates, or will 0.6 be the default in Karmic Koala, or perhaps even later?).
