Upstart and "connection refused"?

I've just installed Ubuntu Gutsy (as of 2007-09-26) into an OpenVZ VE, and any command that needs to talk to upstart complains:

root@ubuntu:/# /sbin/init 0
init: Unable to send message: Connection refused

shutdown, and initctl report the same error.

the networking in the VE works just fine, so I'm at a bit of a loss.
