Where is the online documentation for Upstart?

The upstart project page has no documentation visible:
https://launchpad.net/upstart

At least a manpage should be up online so we can see if Upstart is worth using for Sys V Init

The " Visit the Upstart home page » " link on the main page links to http://upstart.ubuntu.com/.
From here you can go to the Getting Started or the Wiki.

The wiki link is right there on the project page, but you really need to want to find it...

Isn't the trend for man pages to exemplify and inform the command line synopsis and include
references to "the real documentation" web pages or wiki or whatever?
Since 'upstart' is an architecture with /sbin/init being an implementation, what is "man upstart"
supposed to accomplish that "man init." does not?

Are you asking that the project (or somewhere) present the man page in web page format so that you can read with a browser instead of command line man or gui man reader? If so, do you want something stand-alone or is a section of the wiki sufficient?
