Is the Phased Updater wrongly blocking some updates ?

It's been a few weeks now since an update of the gnome-shell binary package has been published on groovy-updates, but it's been retained by the Phased Updater since then.

So one could argue that it's perfectly normal, crashes have been automatically reported and the Phased Updater reacted accordingly. That's what phased updates were made for, after all...

Except that looking at the publishing history, it was blocked as soon as it was published (look at the timestamps, when the phase percentile goes from 10% to 0%), which doesn't give much time for error reporting : https://launchpad.net/ubuntu/groovy/amd64/gnome-shell

Bug #1913672 has been created, based solely on the error tracker, however no one reported being affected. Moreover, as usual, it has gone through proposed first, without meeting opposition.

The qemu package was affected too, until recently where a security update has been issued, security updates not being subject to phasing.
