The starter symbols are'nt visible

on the left window side, the mouse cursor aktivates the starter symbols. But the symbols are black. The question is: What does a specific symbol mean?

If i use the windows-key, the hude menu becomes visible, but the symbols are black. The background is black, too. The informations are zero. I can't click on a symbol, because I don't know, what the symbols mean.

changing the desktop background picture leads to colourful symbols (unity-...)... until i restart ubuntu.

I use Ubuntu 16.04.2.

Is this a bug?
