It sounds like from reading various articles that unity-shell rotated doesn't work for 12.04, only for 11.10. If that is true then is there any development for 12.04?

The Unity shell comprises of the dash, lenses and the launcher. I think you are referring to the Unity launcher (the side bar) being rotatable to the bottom of the screen. If that is what you are referring, then I have to say that that tweak was unofficial made by the community. It was not approved by the design team for approval to be merged formally.

Hence there has been no development on that front in 12.04 nor 12.10.
