Move the menu of ubuntu (formerly system menu) to the left of panel

My question is this: The Ubuntu menu (system-menu) should go on the left side panel?
On the left side panel where options are more important.

If the Ubuntu menu was on the left side panel symbolize the most important center configuration, users, shutdown and restart. The tasks beyond applications.

then we'd have this organization:

Left panel: ubuntu menu, important things like the center of configuration, user accounts and shutdown and restart options.

Right panel: indicators of states of tasks and access to basic settings.

Bonus: add a universal indicator to the right where you are registered for notifications that a user can read them later.
