UNetbootin

Changed to fat32 still no boot on USB

Using UNetbootin to install Windows8.1 on a new PC. I created the bootup USB on a Mac, and changed the format to FAT-DOS. Still nothing after I select the USB to start installing. What's the issue?

Note: I am using all Japanese parts, but ENG windows os. I don't think this is a problem, but just in case.
