Win 7 prob, "This file does not have a program associated..."

Greetings,

I am using Win 7 Home Premium (former beta tester of other programs). I have done hours of work, headstands and testing to try and create the USB using this install of Win 7, unetbootin-windows-555.exe and SimplyMEPIS-1.5G_11.0.00_64.iso (same previous failures with SimplyMEPIS-DVD-TEST_10.9.96_64.iso).

I am unclear with whom the failure lies here or how to fix it, couldn't get to it...

Upon attempt to install, I get the Win 7 error of, "This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel."

I have made many efforts to fix this Win 7 using a file association fix (for exe and iso), updating with Win updates, adding new users (Admin) etc., typical trouble shooting. My Win 7 install works with other .exe files, just not the unetbootin-windows-555.exe file (or the previous unetbootin-win-549.exe.)

 I have another Win 7 (Pro) that works with the unetbootin...exe (makes the USB), and I have an XP that works with it (makes the USB), but this OS just cannot get it installed.

I have tried re-associating the .exe and .iso but this does not work. Any clues?

I am able to use other .exe files, I'm not sure why this is happening. I can use a Win 7
