Application needed to open Unetbootin Linux

Have an older PC with only Linux Mint 11 (Katya) installed from cd and upgraded via web to the full dvd version.
My computer is a 2001, Athlon 1.4 GHz chip, 512 RAM and has neither a dvd drive nor a BIOS which allows me to boot from USB. Does have a cd-rom drive and burner.

I would like to upgrade to Linux Mint XFCE and have downloaded the iso to my hard drive and also have it on a FAT32 formatted 8 Gig stick.
I have downloaded Unetbootin Linux from Sourceforge.

My problem is that my computer tells me that it does not have an application with which to open the Linux Unetbootin.
Please help.

You may find it easier to install the deb package from the PPA repository, at http://launchpad.net/~gezakovacs/+archive/ppa but if you want to use the standalone executable, then open a terminal, cd to the directory you downloaded the executable to, then do "chmod +x ./unetbootin-linux-whatever_the_version_is", and then run "./unetbootin-linux-whatever_the_version_is"
