Where do we report a bug ?

There is a bug in the mail encoding. The body is encoded in utf-8 but the mail header doesn't specify this.
So the mail is not readable when it contains foreign language (i.e. french).
I could try to make a patch but I don't know where to start.
Another "problem" is that there are two copies of the python unattend-upgrade file. One in /usr/bin and one in /usr/bin/X11.
The later seems to be an error.
