when i run vim in the console, ctrl-tab can't work. But if run gvim on win, it works.Is it the existing bug? If not, how to fix it.

I saw your answer. But how to use terminal emulator that passes on the ctrl key?

use a terminal emulator that passes on the ctrl key. most capture this for terminal escaping or so - this is no bug im vim or ultisnips.

That is really beyond the scope here - I use iterm2 on the mac that can be configured (iirc) to pass through ctrl. tmux can be configured. gnome-terminal never passes it on.

Really, if you use vim on the console, you are better off remapping the key to something that does not use ctrl. see the docs for that.
