your keys are kept in your Home directory in a hidden folder like .gnuPG. If you reinstalled your entire system and formatted over this directory, the private half of your key is gone. Two things going forward you might consider
1. A separate ~/Home partition. This way a re-installation does not affect your private data in your Home directory.
2. Always make a back up of your key pair. Some even keep there back up off-premise to insure something like a structure fire cant destroy both copies.

To better understand the concepts behind PGP keys read the following.
http://www.dewinter.com/gnupg_howto/english/GPGMiniHowto-1.html#ss1.1

You will need to regenerate your keys. Dont feel too bad a lot of people have to lose there first key to learn how important a back up is. I am one of them :)
