Change logs for speex source package in Precise

speex (1.2~rc1-3ubuntu2) precise; urgency=low

  * Drop ARMv4 configuration flags so ARM builds use floating point.
    Apparently this was only fixed for armhf in Debian, it's still broken
    for armel there.
