I suggest you report a bug if after running full updates it is still missing.

I have the same problem ... no zsh man pages anymore after upgrading to 13.10.
I am not sure what Andrew means by a "full" upgrade ... I only know one flavor of upgrade, and I did it :).
Nor can I find anything resembling zsh man pages available to install anymore.
There is a zsh-doc package, which has what seems at first glance to be the same documentation as in the man pages, just in local HTML file format rather than in man page format.
