backport upstream fix for zil_commit bug

Hi,
a fix upstream (https://github.com/openzfs/zfs/pull/11682) addresses several BUGs in 0.8.3:
https://github.com/openzfs/zfs/issues/10593
and likely https://github.com/openzfs/zfs/issues/10642

Is there any chance for backporting this for 20.04 LTS ?
