why doesn't libzmq-dev install current libzmq?

There are two libzmq packages, libzmq-dev and libzmq3-dev. It seems like libzmq-dev should install current libzmq (4.0), and to get the old 2.0 version one should have to install `libzmq1-dev`, explicitly requesting 'old' libzmq.
Is there a reason for keeping the `libzmq-dev` package pointing to a version that's been deprecated for years?
