Why yum package is included in Ubuntu repository if this cannot be used

I see this yum package included in Ubuntu repository. But yum is a package manager for rpm packages. Since Ubuntu is based on debian and uses debian packages, why is this included in Ubuntu repo?

What is the usability of this package?
