This is rather a request for a better documentation than a bug report. But I was unable to add a working repository based on the google search results.

How does one add fedora or centos repositories to yum so that one can create a functional chroot?

One common way is to use one of a handful of packages that take care of configuring the chroot and the repositories and installing a base system for you.

The lxc-templates package contains a Fedora configuration for doing exactly that using the lxc command.

The mock package is normally used to create a build chroot for building RPMs, but can also be adapted to build a functional CentOS or Fedora chroot.

The dtc_install_centos script in the dtc-xen package also creates the configuration file and installs a functional CentOS chroot.

Or you can adapt the stock configuration files from those packages into something that serves your own needs.
