cursor jumping around on my computer

My "Taskbar" at the bottom of thedesktop was deleted accidentally. this means I cannot get to any multiple running applications easily or my trash can "Recycle Bin". Yes folks I am a "Windows" changover and am coming to regret I did a full install of Ubuntu instead of letting it partition...I need to get the taskbar back but cannot find it. will I need to do a full reload of Ubuntu?"

ALSO....

My cursor jumps around the desktop randomly and creates new folders and opens icons on the desktop. This situation also caused my taskbar to disapear. HOw do I get the taskbar back (it has the trash can in it) and why does the cursor act in the manner I described?

right click on the top panel of your desktop and select new panel.
then right click on the new panel , then select add to panel, add show desktop, window list, workspace switcher into it. then move the new panell to desired location by dragging it.

please make sure your mouse is working fine. use a good mouse pad.
